ENAIBLER Study Visit: promoting useful, responsible artificial intelligence (AI) within public services

On 19 and 20 May 2026, ERNACT led ENAIBLER project partner Region Bourgogne-Franche-Comté welcomed its European partners from France, Ireland, Sweden, Spain, and Poland to Dijon (France) for the Interreg Europe funded ENAIBLER Study Visit. The shared ambition was clear: promote useful, responsible artificial intelligence (AI) within public services.

Bourgogne-Franche-Comté presented its digital strategies focused on three priorities: AI, cybersecurity, and responsible digital technology. Key projects like DataBFC, CmonIA, and CAIRE illustrated the region's ability to turn innovation into concrete solutions.

Here is a comprehensive look back at the highlights and key outcomes from this inspiring event.

Day 1: Public-Sector Tech, Healthcare, & Collaboration
The first day opened at the University Library Cortex of the European Burgundy University with a warm welcome and an introductory address by Eric Houlley, Vice-President of the Bourgogne-Franche-Comté Region.
  • AI Translation: Delegates experienced a live, real-time translation demonstration by local start-up Ohaioa.
  • Public Sector Innovation: Discussions covered DataBFC (data-driven services) and CmonIA, which uses Generative AI to support rural municipality secretaries.
  • Manifesto Workshop: Partners collaborated at the ESEO School to co-construct an ENAIBLER manifesto to guide future European Commission digital policy.
  • Healthcare Site Visit: A visit to CHU Dijon Bourgogne showcased operational AI applications improving patient pathways in dermatology and cardiology.

Day 2: Best Practices, Economic Synergy, & Culture

The second day focused on project reflection, economic collaboration, and celebrating local heritage back at the University Library Cortex.
  • Training & Best Practices: Activities included an ENAIBLER retrospective and a workshop on the CAIRE AI training programme.
  • Economic Synergy: The DREETS "Dare to AI" programme brought together regional ambassadors and industry leaders like Atol CD, Orange, and French Tech.
  • Operational AI: Atol CD's AI ambassador, Marion Kemps Houver, highlighted how they build responsible AI systems tailored for data automation and decision support.
  • Future Outlook: The afternoon wrapped up with a presentation on the region's European Digital Innovation Hub (DEDIHCATED EDIH) by the Véhicule du Futur Cluster.
