The overall aim of the Digital Economy Project in the Northwest Ireland region was:
To exploit the economies of scale achievable by working on a cross border axis to improve the capacity of the North West Ireland area to embrace the digital economy and to attract and create sustainable high technology ventures and jobs.

The project would focus on (and the money would be spent on) enabling six sectors in the four council areas (local authorities, health boards, 3rd level education, tourism, retail, SME's) to face up to the challenges posed to them by the Internet and electronic business. In effect, it is an initiative to give the North West a competitive edge in attracting high technology inward investment (I.e., the North West as a centre of excellence for Information Technology).
